Pentagon’s Tradewinds program uses 5-minute AI video pitches to speed procurement
The Department of Defense’s Chief Digital and Artificial Intelligence Office runs Tradewinds, a marketplace where companies submit up-to-five-minute videos pitching AI products; accepted entries gain “post-competitive” status that can let buyers use accelerated contracting paths such as Other Transaction agreements (OTs), and the DoD says it has in some cases made awards in less than a week. OpenAI, Anthropic, and Google are listed as participants; oversight concerns about OTs and reporting gaps have prompted measures like the Stop Secret Spending Act of 2025.
